No and no.

Most, possibly all, IPTV apps/addons are just horrible crap. They'll have 2000 channels. At any given time maybe 100 will work. Of those, only about 5 will be in English and maybe 1 of those will be in HD. Not exactly the pretty picture the sellers paint for you. Sorry to burst your bubble.

Don't buy a box with anything pre-installed. Maintaining one of those boxes is very doable for the average person, but there is a learning curve and the easiest way to learn it is to buy a box and install the software your self.

Everyone of those boxes I've seen have either Kodi and superrepo installed, or Kodi and Fusion. Kodi is awesome, it's a very powerful and very easy to use media center program. Superrepo and fusion are addons for Kodi that will install a host of other addons. This isn't all its cracked up to be, either. A lot of those addons won't be anything you want to use, or just won't work. If you want to start using an android box, head over to /r/kodi and /r/addons4kodi and learn about the various addons and boxes available. Try to get an idea of what you're looking for and go from there.

You can spend as little as $30, if you can find a sale, and have a fully functional setup, that's easy to use. If you're needs are more advanced, there's plenty of boxes to suit pretty well everyone.
