Its not M3U but if you have an android TV box ( which I am assuming is yes because you mentioned the emulator ), then you could try 0iptv .
The basic version ( first 40 ish channels ) are free. Its based in British Columbia so the channels are what are local there and in Alberta.
I tried to find reliable m3u links, mostly were from europe side... If you find some pls share here also.
iptvsubs is working on a kodi m3u list that should be ready this week.
