Those settings look fine, but probably a bit high on the buffer factor. 4 or 5 should be ample.
My guess is the same as yours; the servers were overwhelmed rather than your connection being the issue. One thing you might try to test this is to navigate to YouTube and play a true HD video. If you get stuttering, the issue is likely your side (as YouTube aka Google has near unlimited server power to deliver your HD video stream). If there isn't stuttering, the issue is more on the server side (Ruya).
