How to offer IPTV?

Hi, we are a local ISP here in South Florida. We only do business but are trying to get into the residential market. In order to do this, we need to offer TV. At first I was thinking to stream Dish Network or Satellite (after converting signals to IPTV) and then custom STBs for the customers. My issue is, how do I even get started with obtaining the rights to rebroadcast signals? I can't just use the contact form on Dish.com. Any other solutions that exist that I have not though of? Maybe using OTA antennas and contact the networks directly to rebroadcast? I want to offer something like a sling tv service. Maybe even just reselling sling would work but I don't want the customer to have to sign up directly, I want to handle the access and billing.

I would like to ask the question of curiosity, how do most iptv providers receive their channel content? do they get their channels from a source (cable, sat, etc). What Iam trying to know is how it all works, do they each have over 500 receivers feeding them the channels. Or is it possible to hack the receiver and extract every channel from one receiver at once continuously and upload it to their servers?
