The reason they are wary of using Paypal is mainly because of 2 things. Firstly, they know they are selling a stolen product, and Paypal is against being used as a vehicle to channel stolen products. If Paypal suspects they are using their account to sell stolen products, their money will be frozen and forfeited. Secondly, the IPTV sellers know that if you do pay using Paypal and later find that the stolen product paid for isn't as advertised, you can chargeback and Paypal will immediately refund you. So either way, they are left out of pocket. That's why they use dodgy payment services like Bitcoin and Skrill.

If they accept PayPal, then they are way too stupid to be trusted, or to provide a good service. Beware of using PayPal to pay for illegal services that could wind you up in legal trouble as well.
