Well basically you need a small server farm, and lots of internet capacity. Not to mention enough receivers/capture cards for every channel you are going to stream, IF you want to provide your own content. If you don't have at least gigabit access, I would say forget about it.

Your other option is to stay small and just have a niche channel, like the ones in modbro where they do certain media 24-7. Love the Rick and Morty Channel, and Simpsons and Family Guy, etc.
