I'd imagine that the Cisco copy protection watermark would just be removed before the stream was broadcast, given time.

In essense will only work if provider purchases technology and embeds within, would only work on online streams and not stb's since they would need a modification to software or possibly hardware aswell if they need to encode the hash individually.
Even if they do, would not take long for people to review pixels and see the code hidden, and eventually blur out. Additionally can just blend and encode on servers which would distort the code.
