I can't say for ALL servers, but out of the 16 or so I have access to, most don't carry locals.
There is just no demand for it. Most all national channels can be found however.
That actually goes for IKS satellite as well to be honest.
In order to find what you want, you'd likely need to find someone in your local market that is doing the streaming themselves...which could open them up to some serious legal issues as well.
