This is a loaded question, but you've come to the right spot! Hopefully you'll get some good feedback here.
If you mean PVR as in, recording fuctionality, I'm not sure you are going to be able to do it on any provider without extended setup. In most cases this is not possible.
If it's just playback of tv stations though, there are LOTS of paid services that will do this perfectly. You just need to decide what content is most important to you, ie sports, english..etc. Then from there you need to weigh in if picture quality is important to you, or reliability.
The more info you can provide us the better we can help you. You'd also want to let us know what devices you have access to.
Beware lots of people flooding reddit advertising services. Make sure you read up on any service prior to spending your money. There's a lot of services out there that are junk!
