The SSTV repository will be a .zip file you'll need to download from their website. You'll need to push it to a directory on the stick and then in Kodi you will need to go to the add-on settings and install the zip file from that directory. From there you would install the add-on from the repository like you would any other Kodi add-on.
There's also another method where you install ES File Explorer then use Google to navigate to the SSTV website and download the .zip then open it locally. I haven't used that method in a while but I would imagine it still works.
The addon itself is not paid. But you have to pay for a subscription otherwise the add-on won't won't.
