My friend streams the video from his HTC android phone to his Smart TV using this: https://play.google.com/store/apps/details?id=ru.iptvremote.android.iptv&hl=es
And the native video player that comes with his phone. I'm guessing you would be able to do it as well to stream from your phone to Chromecast

I use it on my nvidia shield & firestick as well.
Some services enable their IPTV app to be run in a browser. You can then cast from the Chrome browser to your Chromecast.
This is not a very elegant solution, can you explain what you are trying to achieve and why you want to stream to a Chromecast. With more information we may be able to offer better solutions.
