For Kodi or Mag 254 i recommend ntv. They may not offer the lowest price. But their service is reliable. I have been at subscription now with them for more than 2 years, I am very happy with them, but you always have to pay for quality. http://www.ntv.mx

If they have good servers it doesnt matter if they are located in EU or any other continent. As long as you have a decent ping it will be fine

Best and cheapest don't go well hand in hand. Other things you need to consider is how much support will you get from provider/reseller because things don't always run smooth with iptv. No matter who you sign up with. Often price point and expected support go hand in hand.
