Title says it all. Is there anyway to stop these?

When I first started reading this sub I found it really helpful, however if I was new here again I'd certainly be put off by posts advertising to win with a "Winer" code, encouraging people to sign up for a year with a provider / reseller?

I know the rules say anything IPTV related, which in a way this is, but it's bullshit spam.
