Another solution would be to just use something like flowplayer in a web browser. Flip channels by clicking on a link.

Absolutely! I've done this very thing. Just set up a stalker server. The stalker software is freeeeee, and takes about 10 mins to set up on any Linux box. (I use Ubuntu 14 lts).
There's a great pdf instruction manual.
Once you set that up, add whatever content you want including hls streams. This can be vod or live content, apps, whatever.
Lots of boxes to choose from out there!
I do this for special even streaming. It's great because everyone can pick their own box :)

If you distribute mag boxes (cheap) you as the admin can customize the interface and everything.
That said, I'm looking forward to giving Nova middleware a try sometime this week that supports way more features including h265.
As far as I know though you'll be limited to avov boxes with Nova (for now) but the feature set you might like!
I can only imagine using this in a dorm situation would be plain badass!
Regarding the mags, the wired mag 254 can be found super cheap now!! The wifi ones cost a bit more
