Necro owner here, it was most likely a simple ddos attack by a booter from hackforums. Getting the network stable after that short attack was the problem as all load balancers were offline.
Perhaps this is a legit claim, but as a admin of a few servers myself, I feel like many claims are false and its a cover up for something else going on being the scenes.
Additionally, most web providers offer DDoS protection (of some sort at least) for a few extra dollars a month. I would think any public facing server used services would have this in place, if not, it's negligence on the admins part.
I don't know how this provider works, or how the web based ones work, but I know with stalker servers there is one indexing server, and all thr feeds are located around the globe in different areas.
The chance of taking down feeds on a stalker server are almost impossible (I think?) I guess it's possible for some to take down the authentication server (the stalker software that contains the Mac addresses), but it takes about 5 minutes to set one of those servers up so it's not uncommon for providers to have a backup ready to go.
Just my opinion, but I don't know all the details.
I just question DDoS attacks and how many of them actually get through.
