How much does it cost to be an IPTV provider? How many subscribers do they need to sign up to break even and then make a profit.

Don't do it. Definitely not worth the time and effort especially once you have users.
I'm not really a provider by many standards, but I do some special event streaming. Between the website and the stream itself, I probably have a couple hundred hours invested (no joke). (let's estimate 100 hours but I'm sure it's more)
My streams go live once a week for 3 hours since January.... So you can figure I only get paid for 12 hours a month (if I don't stream I don't get paid).
Of course, the hard part for me is done, but I estimate I will make 650$ this season over a 17 week period. So let's say 160 hours of my time divided by 650 is about 25 cents an hour.
It sounds bad, but I don't look at it as that. I look at it like I have 650 bucks more than I would have had should I have sat around the house and done nothing, right? My goal was really just to cover the costs of my hardware that I had to purchase to get the system up and running.
Keep in mind Im only doing special events 3 hours a week. If you were to try to maintain 1000+ stations... I don't know how it's possible. In fact, I don't think it's possible without an entire team backing you up.
Im just one guy though. If you're paying a crew of guys fulltime (maybe some guys from India to upload vod content etc) then maybe it can be feasible.
I should also point out my streams are full 1080p in very high bitrate (too high for some viewers actually).
Should I drop the bitrate like many providers do, I could potentially double my profits and make about 50 cents an hour.
But as the other guy said, if you got the startup money, and you got the time free time, it's a fun hobby worth trying. Just don't try to make a living!
