I will add in this.. unless you are fully committed I won't do this. I doubt most re-sellers will not get enough subscribers to a scale where this is really profitable. Heck... IPTV provider themselves need to be a crazy large scale to make money.
I kept a tab on FabiIPTV and /u/airdrieonians1991 which is a reseller that is just starting on [Flawless] ( https://fabiptv.com/aff.php?aff=20 ) and his Facebook group and holy cow.. They are respond to messages within minutes. Matter of fact.. just creating trials was a lot of work that they change it to a ticketing system. It is a lot of work.
You also have to put in a lot of time of effort to market the product and start the sale... and you cannot advertise in most normal channels. You see resellers on craigslist, forums, ebay etc. try to get customers.
Customers are always fickle.. Sure they are saving a lot from paying for cable/sat... a crap load of money.. but if take a look at the sub $10 thread... people rather not pay a lot of money. See all the threads about people who does not configure their equipment properly who blame the reseller/service provider....
Bottom line.. it is a lot of work. Think before you do it.

Are you looking to manage for family or friends? Or like start up some sort of public thing?
I think it's important for resellers to know their audience and decide who they are targetting. For example, you've got smoothstreams that targets sports, and torula that does some web based stuff for general content. Then you have stalker servers that deal with mostly set top boxes etc.
More often then not, the people you need to contact to start reselling is other resellers. Resellers can sell reseller panels or credits to you. You will originally be a reseller of a reseller. I believe services like ipguys to have a super-panel or to resell without going through a reseller you're looking at about 500 months of credits. Other providers may be different...
If you're posting here asking, it's highly unlikely you have the contacts to be more than a basic reseller, so I'd just figure out what service you want to sell, then ask here and I'm sure someone will contact you with instructions.
Generally speaking, you will want a good size usebase ready to go. The reason why I say this is, most resellers will not sell to you discounted credits unless you buy for example, 50 or 100 months at a time. Some providers even have 200 or 500 months at a time minimum purchase. Please understand these limits are not put in place by the reseller, rather the provider themselves.
If for example, you purchase 100 months worth of service, you will want at a minimum 50 customers to start. General rule of thumb is you dont want to sit on credits for more than a month.
The reasoning behind this is fairly simple. If you buy 100 months with 10 customers, it will take you 10 months to use them. But what happens if the server goes down in month 2. Your money will be lost (we're taking hundreds or thousands of dollars lost here). Not to menion, you've got 10 customers that you now have to activate on an alternate server to save face.
I'm not trying to discourage you, I'm just pointing out a few things to consider before you invest too much money :)
