As long as you are getting that speed (ie. nobody else using internet to download/stream/etc.) then it should be enough to run most providers, at least the non "HD/4K" version of channels (and most likely them too since they're not true HD).
I've had ipguys run just fine with a 5mbps wifi connection (during matchdays).

I have similar internet to you and I can watch 720p events no problem on smoothstreams

You could run a 720 stream with those speeds no problem, but the chances of finding a stream that hundreds/thousands of people are also using is slim.
This is the cause of most buffering issues. Not internet speeds or the type of boxes.
