Tried two different service providers now, perhaps I am not using it correctly. I would shift to where the index guide states the show I want to watch, it never plays the show I am trying to watch. Why is this?

There are a lot of the UK based ones off right now because they have not changed their clocks forward and we in north America have.
They change one Sunday morning 2am in UK if I am not mistaken. That might fix it all.
You are doing exactly what you are supposed to do. Go to the show you want to watch and then select it. That should it. The problem I could see is if the EPG is off or incorrect.
