ISP issues with buffering

So I am trying out kodi and vader iptv services... was getting very very heavy buffering (unwatchable)... I have a amazon fire tv.. so I tried it on the kodi on my windows pc.. same thing.. my friends Vader (different isp) works great

So I try to hotspot my phone connection and it works 100% non buffering.

So in short.. I've narrowed down the problem to my isp. I get 25mbps so I know speeds not the issue.: they must be blocking or throttling something ?

anyone have a suggestion how to fix this? Something on the router perhaps ? Or is this something at the isp level that I am out of luck

Use a vpn. PIA is cheap and fast. I have 200Mbs internet and their servers give me that speed.

Id maybe try something like ipguys and see if it happens as well. We use that for troubleshooting as a benchmark. It could be throttling but this is rarely the case. But trying another server will definately give you your answer. Do you have the same isp as your friend? Even different neighborhoods can have different experiences.

Does Netflix work ok for you?

If you can find yourself a trial of ipguys or something then you'll know for sure
