Now that there is a port of the new Kodi in the market, I would say so. The awesome EPG combined with PVR ability is a real game changer.
I haven't tried one but if you are using raw power as the measure then it's either a pc or a Shield.
I have the dreamlink T1 and the buzztv. The buzztv blows it out of the water.

For iptv specifically, it's Damn close. New update rumored for may will enable scheduling of thr pvr as well. Pretty exciting stuff.
