Looking to keep it under $100 just serves to dramatically increase the chances that you end up flushing that little bit extra you planned on 'saving" down the toilet. Which i'm guessing you've already kinda done once now, seeing as you bought that Playersklub Premium.
Cough up the extra $1-2/month over a long term package and stick with the overall security of going month to month. Which one is best also depends a lot on your own individual needs.

I don't quite understand the logic of needing 2 subscriptions, that's just another way to spend $120 to $180 extra per year for no reason.
If your provider goes down, wait an hour or so, it may be a short server issue and come back up. Watch terrestrial TV, maybe a recording or even do something other than TV, surely that's not impossible.
If it's still down more than you're comfortable with, then just do a cheap 24 hour trial with another provider.
If your main provider is still down 24 hours later, then it's not your main provider any more.
Most subs will be between 10 to 15 a month, still way less than cable. . That being said you'll probably want two subs if you cut the cord
