IPTV - Internet Protocol Television. Television service provided over the internet rather than over television service (like cable)
Relation to kodi, well some IPTV services have addons for Kodi so you can access the service using Kodi or can use IPTV clients within Kodi itself. Some IPTV services have their own apps or use another third party app (not just kodi).
