Chromecasting and IPTV is a bit of an issue right now, most if not all iptv streams come in an MPEG-TS format which CC does not support.
However, from my android phone I can use the Google Photo's app to successfully cast those streams, so you need to find an iOS app that will allow you to pass over iptv streams to Google Photos, and then cast from there.
GSE might have an open with.. option not sure, worth a try!
The GSE app has chromecast support but due to the limitations in video format that chromecasts accept, it doesn't work with all steams. You can grab the demo and try it though.
