Most reliable is ipguys and has been for many many years. Lots of catchup and a massive VOD collection. DVD quality.

Best HD is epic but mostly focusing on English content, not as much vod and less timeshifting.

Express sits in between, good pic quality, timeshift on every channel and massive VOD but not as reliable as the other 2.

To get everything you're looking for you'd likely need to pay 30 bucks a month or so between 2 providers. Depending how many tvs you have it may be better to use legit cable company.
