Are you sure its the box? There could be alot of things causing the buffering. Network issues, source issues, provider issues, etc.

Any shitty android box can run IPTV.
How's the memory on your box? Buffering might be a symptom of low RAM or almost full storage.

Have been very happy with the Xiaomi Mi Box 3. Great price point, zippy and I like the remote.
Have you take a look at Easybox iptv box ? The channels are very good. it works perfectly better than i expected. easy and quick to set up.
For IPTV alone the Nvidia Shield's isn't going to be doing anything different then a Firetv2 to help with the buffering issues you might be experiencing.
Or more specifically, better box specs doesn't equal less buffering, and isn't going to be the simple "fix" for what is probably the real problem there one you eliminate the crappy firmware factor (unstable internet connection compared to what you think you are getting, provider specific issues, ectt)
