Just put a script on my Enigma Box to show Down/Up bandwidth of channels live on screen, and FHD is taking a good 10-20 megs depending on scenes.

Probably downloading in chunks...you could verify this with kodi and show the true bitrate of whatever stream is playing, as its played...rather than showing what your internet connection is doing.
First, who is your provider?? Secondly the only truly accurate way to see the average bitrate, is to record an entire program and then do the math to find it. Around 15mbits/sec is around what SKY does per channel. In the US its as low as 4 mbits/sec from Dish, maybe 6 for DTV.
I played around with one of those new UHD 4K blu-rays the other day and the bitrate was something like a steady 50 - 60 mbps so not surprised!
