I've always wanted this too since I go between places where HD streaming isn't always possible and then have to use mobdro. I think it puts too much pressure on the servers though since the streams need to be rendered at multiple resolutions instead of just one.
The only closest option I have seen is 2G channel selection in WSS Premium.
With the SmoothStreams web client you can choose between high, medium and low quality. I know it's not adaptive but it works a treat.
If it's an m3u stream you can put an intermediary in front of it and do it yourself (Plex, emby, dvblink, maybe tvheadend?).
we've been thinking about adding it. but its a lot of work.
your best bet is to signup with official services if you want adaptive streams.
