So VLC asks me to enter an url containing the M3U file but I don't really know how to do is. Whenever I go to my Dreambox url, which is 192.168.1.3, I can see all the channels but how am I supposed to get the m3u link?

who is your provider? With my Epicstream sub I just use the Kodi URL / M3U8 instructions to watch it on VLC.
VLC is my goto way to watch while traveling
You will need a URL formatted like this:
providerIPorURL:PORT/get.php?username=yourusername&password=yourpassword&type=m3u
Most of the time you're not setup with a username and password if you're using a MAG portal though, and need to ask the provider or reseller to set one up for you. Just tell them you want to add perfect player or VLC and need an m3u link.
Do you have OpenWebif plugin installed? (should be installed by default) A web page should open on your Dreambox IP like this: https://imgur.com/a/ZV7PM you can see icons beside channel name to stream it. First icon EPG, second icon as TV direct stream, Mobile phone icon Transcode (stream) to device.
If you want whole bouquet to watch, click on TV Icon on the name on bouquet list you want, it will download the m3u.
It depends on the provider you use. Your reseller should be able to provide you with the m3u url for VLC.
I'd recommend sending your reseller an email.
192.168.x.x is an internal ip on your network and has nothing to do with iptv.
