The problem more than likely is your location, and latency to the servers. The providers you seek cater more to North American audiences and don't really care about European. What you need is someone with servers in Europe, with the services you need. That is what you should be asking for.
I believe there are a few, but it's late and they escape me at the moment. I think WSSpremium is located in Europe, so you could start there.
US is home of the greed, so nothing legal about IPTV over here, unless you go with DirecTV Now, FuboTV, Sling TV, Hulu, YouTube TV, and Sony Vue.

Pretty sure you cannot buy legit IPTV from the US while living in Latvia. I mean, if you're truly concerned with everything being legit.
