I'm new to IPTV in all aspects. I just want it to work. I currently have SlingTV but I can give a try to this since it has lots of channels?
What is the best device? the best provider? How much monthly payment? around30 - 40 ?

Like /u/EverythingBlaxx said, what's best is gonna vary depending on the person, and it largely comes down to personal preference. If you want simplicity, a MAG box might be best. If you want versatility, an Android device might be best.

First of all, you'll hear a lot of different opinions (and noise) about the best hardware, best provider, etc. but it's all subjective. What works for me might not work for you and vice versa. Since you're brand new to all of this, the hardware you should start our with is a MAG254 STB (set top box). I think almost everyone would agree that it's the standard IPTV receiver but keep in mind that all it does is IPTV. It's very simple to setup and easy to use which is important for my next piece of advice: try out as many different providers as possible before paying for a subscription. There is a great spreadsheet over in /r/IPTVReviews showing a number of different providers, what they're compatible with, how many and what kinds of channels/languages they offer, whether they offer trials or not, whether those trials are free, and so on and so on. I personally don't know of a provider that offers Korean channels off the top of my head, that would be the best place to start.
Finally, how much you should be looking to pay. I would say that you shouldn't be looking to pay more than $10-12USD/month on average. Definitely nowhere close to $30-40 though, not unless you're subscribing quarterly (which is something you should probably avoid too since we're on the topic)
