Just curious as I switched between the 2 tonight and one was clearly better and did not stutter while the other was grainier and stuttered a bit. Both are the same url.
A main provider of a service will frequently sell large batches of subscriptions to "resellers" at a discount who will then go on to sell the subscription for a small profit to people like us.
Some providers [IPGuys] will only sell bulk subscriptions to resellers and will not sell to individual customers. This reduces support demands on the providers and allows them to focus on the quality of the service itself.
Even though the subscription is the same, the reseller you buy it from matters. Some have really shitty customer service, or higher prices, and some are outright scams. Do your research before choosing a particular reseller. Most of the popular ones on here have proven to be reliable and honest, but nothing is guaranteed.
