I found a stream for this channel the provider is based in China looking for better options. All popular providers seem to only have CTV for Montreal Toronto Van...but they're leaving out Ottawa.

I watch the Winnipeg news with no username and password, just can't watch the on demand stuff
I’m pretty sure Vader Streams has CTV and many other Canadian channels. Dm me if your interested
I have the same problem you have no IPTV have Winnipeg. This is the best workaround I found. Really the stream should be free as these are still Over the air channels, but oh well
If you just want the local stuff watch it on the CTV app.
