Yes, it is very possible. If you want to use IPTV through M3U list, you can do it with a software like ProgTV for PC. If you want to do it with a MAC address and get the whole Mag box experience, you can do it with an Android emulator for PC like BlueStacks, and use StbEmu for Android inside of it.
I am doing the latter because I don't like the interface of ProgTV on PC. I am emulating Android on my PC and I'm using StbEmu. You have to use a combination of external and internal players for different channels, but once you know what you're doing, you should be fine.
ProgTV is much easier to set up and you don't have to change players, etc. However, I don't like the interface at all. At that point, it's up to you.
By the way, you can do it with Kodi as well, but I don't like the interface, just like ProgTV.

Some providers provide a m3u playlist link which can be loaded into VLC. Kodi is also another software alternative which works with m3u links and often some IPTV services have their own Kodi addons.
