It all depends on the Provider whether they will let you rebrand, re-stream, etc. Most, if not all will not sell you credits for personal use since they tend to "Sit" for a while and providers only make money when you actively sell credits.

If you restream you will be under their control. IF a channel goes down you are just the middle man and sometimes customers might get upset because you cant really do anything. Lets say you buy 50 channels, that means you can have up to 50 streams going on at the same time. However, if 10 of those streams are the same channel, that will only count as 1 stream for those 10 streams. Since your server gets the first stream, it can stream that as many times as your server can handle and it only counts as one for that channel. You will be billed each month for your 50 channels and the seller wont care if this is personal use or not because they get paid monthly. You can sell 100 monthly accounts if you want but only 50 can be on at the same time, this is because you only bought 50 channels, aka streams. You can rebrand anything you want but you will notice that main channel will have a logo of the owner in the top left corner. Many new iptv providers use bestbuyiptv as their re streamer. You also need a control panel such as xtreme-codes to manage your streams and such. I am in no way affiliated with any of these places I just have done a lot of research on this topic.
