No provider has every 3 pm match (heck, any EPL matches period) at high quality without stuttering, low resolution etc on a continuous basis. But, you have better options than using IPTV for EPL:
By far the easiest and the best way is to get NBC Gold. NBC Gold has no commercials and has the content you want, the stuff most IPTV providers don't have in consistent quality.
Get a Roku (they don't have location services, so NBC can't see you are in the UK) and put it behind a hardware VPN. Any VPN provider works, PIA, IPVanish, etc. Connect the VPN router to a USA server.
Then, start up the Roku. Create an account. You'll now have the American Roku interface. Download the NBC Gold app. Pay for it on the website (UK cards work) and watch the matches (including 3 pm!) in 1080p/60 fps.
For the matches that are not on Gold, you can buy a US Pay TV login to authorize the regular NBC app.
If you want a very low cost solution, try this:
Get a US Pay TV login. Those sell for very, very little. DirecTV, Dish, Spectrum, anything works. Google 'buy directv login' and you'll find some guy selling them for $5 a pop or something silly. Put Kodi behind a USA VPN. Authorize the app with your Pay TV login.
Boom, you now have access to both regular NBC Sports and NBC Sports Gold. Which means all EPL matches.
Now, Kodi sucks a bit. You will get a bit of stuttering at the start of a match, but that'll happen on the 'live coverage begins soon' screen so it doesn't matter.
1080p/60 fps.
