Best service or setups to have Closed Captioning?

My girlfriend is deaf and so she needs Closed Captioning. I am using Vaders right now and some stations it appears to be iffy. Using Kodi I have been able to use Opensubtitles and grabbed Closed Captioning from a VOD. I don't know if there is anything I can be doing differently to maybe make things easier.

I would like that too but don't think it's possible with IPTV? You are watching what someone is streaming. So unless that person has it on while streaming, there is no on/off button for you to use.

Vaders has cc on the web player and it works. Can't seem to find any way to make it work in Kodi was looking for something for my deaf buddy the other day.
