you can install plex on your pc, sideload the plugin installer and then you can install the IPTV plugin that's also visible on your playstation 4 plex app
i see you said your android device is dying, you could temporarily use a smartphone or tablet and cast to your tv.

NO. Stop using your fucking consoles for watching IPTV. Spend the $50 and get an android box if you're too fucking cheap to buy a dedicated device.
No but some services offer web player's that might work with the browser. Your best option really though is to buy a cheap fire stick or Android box.
