If say, just as an example, a consumers download rate is 80 Mbps at user end why do some channels still buffer? Questioning the IPTV supplier, they say their servers are fine and are streaming perfectly well so why does IPTV streaming buffering happen during its path to the consumer?
Sometimes a channel won't buffer and streams perfectly well whereas at other times it buffers.

it could be a number of reasons from my experience. The first thing i do is check my side of things i'd imagine there's nothing more frustrating than for people to ask why is my IPTV buffering and they haven't done basic checks.
With your question you haven't given enough information to go on to determine why your service is buffering. Is it a wired connection or a WIFI, What app or box are you using, are you in a room where the router is a 100 meters away, how many people are using the wifi at home at the same time is someone downloading a huge 4k video using torrents, Are you using a VPN that is connected to india which reduces your bandwidth, is the Wifi using 5Ghz or 2.4Ghz
Yes some of these seem far fetched but you get the general idea. personally the best thing to do is to have another device (preferably mobile ) that's linked to your IPTV sub and if that's working fine then u more or less know its to do with whatever u have connected to your TV
