I'm going to be very honest with you you will struggle to watch anything on a 4mb connection especially iptv but not impossible. if somehow you manage to watch something all it will take is for someone in your house to put on a youtube video and its buffer central even on an SD stream. you can try as many IPTV services as you like but ultimately your broadband speed will be the main issue

My suggestion is to shop around and grab some free trials. What doesn't buffer for one person will likely buffer for someone else. With your connection speed I would look at SD providers.
