A competition of this magnitude will be broadcast 'free to air' in most countries i am sure.
Looks like Fox will be showing some games on FTA channel FOX in the US, the rest are covered by FS1, if you're looking for a legit provider then look that way.
IPTV for the world cup will be fine, there's so much choice out there in terms of channels for providers that it's unlikely you won't be able to watch a game on some channel buffer free.
Legit streaming services in the US are YoutubeTV, Sling, Playstation Vue, and Hulu. You just need a service that carries Fox, FS1, and FS2. Many IPTV services will carry the games without a buffer.

Use smart dns there are plenty around that unblock both the BBC and ITV its not even that hard to get free trials so you dont even have to pay for it especially if you only want to them for a month

I would say just buy a VPN and watch it on BBC. I heard that many VPNs are blocked on BBC but I'm using Nord and it still works, so I guess not all of them are blocked.
