I feel your pain. I just wanna watch a night of Bob's Burgers or American Dad on Adult Swim and it switches to the UK version of CN 95% of the time on the IPTV service I use ;_; I end up watching Teletoon as my new Adult Swim.

Cheapest and most reliable are two different things. I like setvnow, $20 a month but it gives you everything including PPV and is dead reliable.

Try either Eternal or Area 51. I use Eternal, and they take the stream from Area 51. I have not noticed it switch to the UK version, and everything seems to align with the Cartoon Network US guide when I use it.
The services are inexpensive at 5$.
