You should post a speedtest.net result instead..
But anyhow, most IPTV services probably stream at like 3-5mbits a second... Most cable ISP's are like 100mbits these days and DSL are like 20mbits so you most likely have enough bandwidth.
4Mbps down and 1 up... yes but it will be tight.
