For some reason, IPTV is buffering most of the time using VLC on my computer. However, when I use perfect player on my phone, there is no buffering at all.
Now, I am mirroring my cellphone to the tv and enjoying IPTV without buffering.
Please note that I am using same internet.

Are you using the same network for both PC and mobilephone?
Have you tried using perfect player on your pc?
Install Nox emulator and then Perfect Player app on that, bump up your buffer and should be as good as on your phone. That is unless you've got a weak signal to your computer or something, then that isn't gonna help, it's a connection problem. I'm going to assume you're going by WIFI, not all WIFI is made equal. I can get 50Mbps on my Chinese Android tablets WIFI and laptop will only do 30Mbps on the same WIFI in the same area of the house.
