I believe iPlayTV does, but it would need to be sideloaded or installed from an app like PandaHelper. If you do go down the PanaHelper route (which I have), little tip, install the adblock app linked below to block adverts, they’re a nightmare

Also, for PiP to work, you would need a service that allows at least two streams at the same time. Not many IPTV providers do that with their base packages. No true IPTV software that I am aware of, whether for android, apple or dedicated IPTV boxes, offers PiP.

Enigma2, on the other hand, will do it, but I have never tested it.

Also, Vader offers it on their web portal. So, theoretically, you could log into the Vader web portal with your iPad through Safari and select up to 4 channels to watch at the same time. I've done it on my Macbook Pro at home on a football Sunday. Its pretty slick.
