I am looking for a good provider for German IPTV most of the ones I tested so far are not very good and looks like they get their channels via tier 2 or 3. Is there are good one with stable streams? I don't need 7000 channels from all over the world.

I use watchhd.to only ger channels and a few usa/uk channels. But the main german channels are all available in 720 and 1080. For me the perfect Service for Buli/dfb pokal/ cl....
It's German Service( mods and pretty much all the subscribers) 7€ a month via bitcoin 1 connection

I was in the same boat as you and i have now found a new provider which has been really good during my test run.
Go to facebook and search for mike's iptv, the admins there are super friendly and you can try their service for free if you message them.
It's not that cheap but epg works perfectly as far as i can tell and they sort the channels really well into groups
