wanted to ask for a recommendation of an IPTV provider that specializes in sports, specifically european football and Formula 1. Bonus would be HBO, but not required. Also I would like to watch this package on my Nvidia Shield.

Almost every single provider will cover those things. Sports is the bread and butter of this type of service, so Soccer and F1 will be well represented with every service. Also, HBO will likely be included with every subscription that isn't Epicstreams (they have lost their source for HBO for some strange reason).
My suggestion is to head over to the r/iptvresellers subreddit and give some trials a go. Again, just about every service will work on your Shield with either a 3rd party app like PerfectPlayer or IPTVSmarters or with their own dedicated APK, so you don't really have any limitations.
To help you get started, I would recommend you try out Vader, TNT, Helix, Rocketstreams, Steadfast and Nitro. All have what you are looking for. Give them a try and see which one you like best. Then subscribe to at least TWO of them for a month to give it a really good test (always have a backup in this game). Never sub for more than 3 months at a time no matter how good the deal seems.
