I'm using my Android phone and so far I have been trying to cast my IPTV service to my tv. The app's I have tried so far are IPTV EXTREME Pro and GSE IPTV take forever to cast to my tv that I just give up.

I think for good casting the app needs to be able to re-encode the stream on the fly to a format that Chromecast understands. I believe GSE IPTV does not re-encode does it?
I have yet to try IPTV Extreme with Chromecast
I think Perfect Player has a addon package that re-encodes for casting.
GSE is definitely the one from my experience. I use it regularly, simply to send it to my TV and it's fairly painless. Only issue I see is if my phone is cruising the net, picking up messages and other notifications. Then it can be a tad jumpy.
Back when the world cup was on it was a godsend! I was connected to a 4g dongle and Chromecasting through GSE to a projector and playing that badboy in 85" ! It was faultless.
Maybe try putting your phone on battery saver mode when using it? Kill all the nonsense going on in the background!
GSE and ProgTV work best for me
