Can't via smarters, as smarters is dns:port/user/pass from xtream code panels.
Could use Smooth Proxy APK then run via Perfect player and/or the Live Channels app built in shield via TV IRL apk.

Best experience so far has been tvirl and smoothproxy if you can handle refreshing the guide, if not the most ease of use is probably via Kodi and the normal add-on not the v3 one.
