Yes but it's not ideal. I'd recommend something like TV Headend or TV Mosaic. They are built to feed an m3u to multiple clients.
You can use xTeVe to send the IPTV links to Plex Live TV/DVR (its free and can be found with a search on the official plex forum).
Each person watching would be using their own stream so you would need to use a provider that supports multiple streams
